Program / Department Summary

 General Position Summary

Mercy Corps is seeking candidates for a Monitoring, Evaluation and Learning MEL/CARM Specialist who will support and lead the MEL/CARM Activities of Negelle Field office, East Borena Zone. This will require close cooperation with other technical field level staff, Country MEL/CLA team at field level and in Addis Ababa, as well as partners and stakeholders.

He/she will work closely with the Humanitarian Programs Monitoring, Evaluation and Learning Manager and Project Coordinator to coordinate the collection, compilation, consolidation, and analysis of data, while monitoring programs progress.

Essential Job Responsibilities

  • MEL Strategy Implementation and Review-working closely with the Humanitarian programs Monitoring, Evaluation and Learning Manager in Addis Ababa, the candidate will lead the implementation of the MEL strategy in the Negelle Field offices, ensuring all partners and their staff understand the strategy and its work plan.
  • Oversight of M&E Plan Implementation
  • CARM The MEL and CARM Specialist will initiate the establishment of feedback collection channels as a key step.
  • Staff Training and Capacity Building
  • Evaluation and Assessments

Reports Directly To: Program Coordinator/Head Office

Technical Line Report To: Humanitarian Programs MEL manager

Knowledge and Experience

  • Bachelor’s degree in social sciences, statistics, monitoring and evaluation, international development, communications, or related field is required or demonstrated equivalent work experience in the field.
  • Five to six years relevant field management experience, especially in the areas of monitoring and evaluation, learning, managing feedback response mechanism and knowledge management.
  • Strong management skills, with good understanding of relevant cross-cultural issues.
  • Demonstrated experience and ability to represent the organization and negotiate with a diverse range of government officials, local organizations, donors, and other groups for outcomes in the best interest of program implementation professionally and appropriately
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required
  • Strong written and oral communication skills in English, including report development, writing, and editing.

Position 2: Market System Development (MSD) Specialist

Mercy Corps is looking for a strong Market System Development (MSD) Specialist, who will be responsible for providing technical support to RIPA component 2 identified partners including private market actors, MSEs, government partners, and financial institutions.

General Position Summary

The Market Systems Development (MSD) specialist will be responsible for leading the market system-related activities of the Diversified Economic Opportunity Component (Component 2) and support the implementation of high-quality Market system development interventions, through capacity-building for partners, conducting market assessments and designing interventions and building relationships with key market actors from the private and government sectors. He/she will be prudent in the facilitation of proposed activities that enable the creation of employment opportunities for youth, women, and job seekers in pastoral and agro-pastoral communities.


Knowledge and Experience

  • Bachelor’s degree in one of the following subjects: Economics, agro-economics, Management, Accounting, Finance, Rural development, or a related field
  • Three to five years of experience in MSMEs markets, labor and financial markets, financial inclusion, Business development service, and skill training in pastoral and agro-pastoral systems of Ethiopia.
  • Deep understanding and mastery of Market system development approach and Economic & market development facilitation including coaching, relationship building, communicating, entrepreneurialism/business understanding, and innovating.
  • Experience in working with enterprises/private sector actors, labor market, financial market actors, Livestock/crop producers/processors in the industry (public and private) actors, and institutional stakeholders.
  • Knowledge of participatory analyses, action, and results processes.
  • Previous experience in arid and semi-arid parts of Ethiopia is preferred.
