The attached CCNPSC solicitation for the position of USAID Project Management Specialist(Health Systems Strengthening) carries the solicitation number 72066323R10005.

The United States Government, represented by the U.S. Agency for International Development (USAID/Ethiopia), is seeking offers from qualified individuals to provide personal services under contract in accordance with the terms and conditions set forth in the solicitation.

Position: Project Management Specialist

Education: Master’s degree in public health, social science, business administration, human resource management, or finance. M.D. is recommended but not necessary.

Prior Knowledge: 5-7 years of steadily increasing responsibility working in Ethiopia’s public or private health system in the field of health systems improving in at least one of the following areas:

  • Development of policies, strategies, and programme management are necessary.
  • Experience supervising staff for at least two years is necessary.
  • working knowledge of the Ethiopian government,
  • Although not required, it is desired that applicants have technical expertise and experience in strengthening health systems, performance-based financing, health policy, and/or health insurance programmes in the context of public health.

Language: Level IV Amharic and English. It is recommended if you are fluent in another Ethiopian language.

MARKET VALUE: $29,075 to $52,355 annually, or FSN – 12. in accordance with AIDAR Appendix J and the USAID/Ethiopia Local Compensation Plan. The final payment will be negotiated within the parameters of the specified market value. At the time the payroll is processed, the salary will be paid out in local currency at the current exchange rate.

PLACE OF PERFORMANCE: US Embassy, Entoto Road, Addis Ababa, with possible travel as stated in the Statement of Duties.
